940 air vents not working properly 900 1994

The dash & floor vents do not produce the same cfm as before. The defrost cfm seems to be OK. I have cleaned and checked the black & white air pump control valve that is near the firewall.
I have inspected and cleaned all the vacuum hoses under the hood.
I feel there's a problem under the dashboard but would like some helpful tips to solve this problem.
