can't clear code 2-1-2 and crappy gas mileage 200 1993

after doing a ton of work to my car I forgot about the little isssues I had before the massive oil leak.My check engine light keeps coming on after disconnecting the battery for 15 minutes and I get code 2-1-2 (o2 sensor or bad signal to o2 sensor, lambe sond,whatever...)My gas mileage must be in the high teens, low twenties per gallon.
The car does have 305k, wide 16" tires and a roof rack not to mention my 80 lb goalie bag half the time for winter driving purposes..I know gas mileage is lower in the winter but this is crazy.
I replaced the o2 sensor with a direct fit bosch unit last spring(that cleared the code for a couple months)and fuse 4 is fine.how do I check the ECU(Bosch Jetronic 951)?
