Odd Electrical Problem - Bad Ground?? 700

Is this a bad ground somewhere? Just had a whole buch of rain here in SoCal. It wasn't raining at the time but when I put the high beams on going home yesterday and the engine just cut out. Flipped the high beams off and the engine came back on ??? The left turn signal arrow also came on sort of half intensity. Got home and noticed the left headlight shinning against the garage door was not as brigt as the rigth.
