Please help me.... no cruise control 700 1987

Ok, I am really lost. I have a 1987 Volvo 744 turbo and the cruise control has never worked. I want it to work though.

I replaced the cruise control computer and the part that bolts to the side of what I call the strut housing on the driver's side (perhaps you know what I mean). The vacuum hoses are good.

My last thought is that the cruise control/turn signal stalk is bad. Is that it?

Please let me know if you have any ideas.
