No heat! 200 1989

I just picked up an 89 240, and I have a small issue...

There is no heat getting into the cabin!

This wouldn't/won't be an issue in a few months, but it's still getting cold here in TX. I've checked the upper radiator hose, and it's getting plenty warm. The heater core hasn't been bypassed, and the interior fan is working. Just no heat...

anyone have any ideas?
