Another 940 wagon price question 900 1995

Dear Volvo friends,

A coworker has a 940 wagon for sale:

1995 940 approx. 105,000 miles
Non-turbo
Green exterior quite clean, good paint, alloy wheels
Tail lights and side lights ratty, need replacing
Engine good, regularly makes a 50 mile each way commute
Steering real loose, probably need a front end overhaul, maybe a steering rack?
Interior fair, leather seats OK but will need conditioner, cleaner, some vinyl curling on the door ledges
All electric switches seem to work well.
AC and heat good.

I figure it will need the normal $1000+ in repairs that any 100,000 mile car needs. Any suggestions on a fair price to offer? Location: Mississippi. The seller has a steady job, so is in not desperate need to sell. I think KBB and the other price sites are not too useful now in this financial mess in USA. Thanks!
