Low beams not working, high beams work fine 200

Hi the low beams don't work and the bulb filaments are fine when visually inspected. The dash lights also don't work until the highs are on.. really strange. The headlight relay clicks, so I'm thinking the bulb failure sensor under the driver's side..that red round relay... Any other suggestions bricksters? THanks as usual!!
Oh its a 240 wagon 1988 with 180K miles.. hope she runs another 100k!!
