85 240 Wiper and Head light issues

The problem I am having is that both the wipers and the high beams on the passenger side are not working. Are they in the same harness? If so is there a way of changing just that section of the harness? I checked the voltage at the wiper motor and it seems I only have about 9 volts or so.
