How does wiper arm come off? 960 900 1996

I have to replace a bumper on a 1996, 960, and was looking at what I have to do to accomplish this. I can't seem to figure out how the headlight wiper arms come off. I dont see anything that's holding them on. Are they just pressure fitted on the shafts? Do they pull off? Does the whole shaft come out with the arm?

While I'm at it I'm also looking for a bumper cover for a 1996 960. I've looked on line but nobody carries one for the 1996 model year. Anybody have a souerce for an after market bumper cover?
