Low beams not working: please help!! 200

I have a 1988 240 Wagon and the headlights don't work when switch is turned all the way. Also dash , parking, don't work if the switch is turned all the way to headight on. When the switch is turned to halfway, the parking lights go on as well as the dash lights. The high beams flash always work when the stalk is pulled.

I replaced both the headlight relay and the failed bulb sensor relay but still not working. Is it the actual headight switch you think? The bulbs look fine for the headlights.

What am I over looking? Thanks in advance bricksters! Driving me crazy.
