93 240 no start 200

HI -

Have a 240 wagon that has been running crappy for a while. Now it is a no-start I have done the following:

replaced intank fuel pump and sender unit (now I have a gas gauge!)
fuel pump regulator
new wire's, cap, plugs
fuel filter
Checked all the hoses for vacuum leaks.
new exhaust & cat.
new amm
redid the ground wires on the intake manifold.

The last thing I did was to replaced the in-tank pump and sending unit. That solved all the problems except the car was still running rich was had a code of 1-1-3.

When the car was running, I did get a good pulse of exhaust from the exhaust pipe. So I feel the cat could not be clogged. I went through bentley's and did all the electrical tests (except the amm tests since the amm was relatively new) I found 2 faults:

1 -oxygen sensor wiring harness - I did not have continuity
2- Engine rpm signal - bentley's states 8-12 volts I see 4.6 to 6.5 volts

All the other test are good. I get the above and the following:

I have spark
I hear the fuel pumps running
I see a steady stream of gas from the line of the fuel rail when I crank the car.
When I pull the plugs they are wet.
When I crank, the car appears that it wants to start, but it sounds like only a few plugs are firing - possible the others are fowled?
Tried starting without the amm pluged in, no change in symtoms.
Pulled the vacuum hose off the Fuel Pressure regulator, a little gas smell, but no squirting of gas when the car is being cranked


Could it be the o2 sensor the is bad? If the 02 sensor is bad, shouldn't the car start? I have also dried the plugs and cleared the codes on the ECU and still get the same results.

Or could it be my rpm sensor, or whatever it is called?) I did replaced the thing that goes onto the top of the transmission 2 years ago as preventive maintenance

I don't have a spare ecu to try swapping it out. I am at my wits end with this car. So, bad rpm sensor or O2 sensor?
