hot all the time to the wire on the starter 200 1984

I just rewired the whole motor and I can't get it started (shocking!)

My question:
I am getting 12 volts hot all the time on the female spade connector that goes to the side of the starter; irregardless of the key position (or even if it is in).

I tried looking at the Bently manual which was bleached out and giving me a headache.

Please help!!
