Two questions from my Dear ol' dad

1. Do both, or either of our 1989 240 DL or 1991 240 have an EGR valve?

2. He keeps getting the code from his diagnostics 3-1-1, which translates into "Speed Signal missing" - What does this mean? What speed signal?
