Turbo issues..long.. 700 1992

I'm looking at a 92 740 Turbo wagon with 196,000 on it..considering fixing it for a winter car..starts and runs nicely, excellent shape for the year and mileage..however, step on the throttle and the boost needle gets to about noon on the gauge and immediately the wastegate opens,and the car falls on its face, it wont even get to 35 mph. Acts that way in all gears (auto) virtually no power. Boost and wastegate in very short order. Also, other tidbits.may not have been driven in 8 or 9 months or more. Gas level is below 1/4 of a tank..no idea how long the gas has been in it. No previous owner to discuss with..I can squeeze the supply hose in front of the throttle body closed when parked and rev the engine and not feel any pressure building or flow for that matter.(my 86 mercury 2.3 T..the hose would bulge). However if you quickly rev it in park and release the throttle, the hose leading to the throttle body will suck in on itself. It acts like the wastegate is opening prematurely. No smoke at anytime, I want to start checking it tomorrow..but have about 2 hours or less to determine cause. My first check will be air filter (suspect that area may have turned into a motel and they're notorious for not cleaning up after themselves..then all the hose lines for leaks..was hoping someone had been here and done that ..any assistance would be appreciated.
