Lost Passenger Side Running Lights 900 1993

In my 1993 945, when I have the headlights on, the front and rear running lights go on. However, recently the "light" light came on and upon investigation, I found that my passenger side front and rear running lights are not on. What gives?

At first I didn't notice the front was out, so I figured it was a burnt bulb in the rear, but a few minutes spent switching the rear bulbs (and holders) from side to side made me realize it was some other problem.

I *have* recently been fiddling around under the center console since the bulb that lights up my gear shifter letters went and it was kinda awkward to replace (found a used one at a local indie volvo guy, the dealer wanted $17 for this bulb - ridiculous!). However, I did look carefully at the wiring and checked fuses #21 and 22 and they seem to be fine (which purportedly control these lights). I'm out of ideas, but as it stands my passenger side running lights do not function - both front and rear. Please help me brickboard!
