1987 Volvo 245 GL: Automatic Transmission Shifting Delay

For some reason at freeway speeds (~55-65 mph) my automatic transmission does not immediately shift into high gear... Normally, the engine RPM shows ~2500RPM at freeway speeds. For the past few weeks the tachometer reads ~3000RPM at freeway speeds until it finally shifts... Could this be a bad overdrive solenoid? A stuck kickdown cable? Other? I checked the AT fluid level and it was fine. The fluid is not burned and is red in color. I also lubricated the kickdown cable as well.

I would appreciate any advice.
