E- brake shoes (??) adjustment(s) S90-V90

My 1997 964 failed its MA state inspection due to the lacking emergency brake...
Two years ago it was pointed out to me to be addressed, so I did the adjustments behind/in the console, which seems maxxed out.
What is the e-brake "tie in" to the rear wheel assembly, as that seems to be the issue now?! Are there "shoes" of sorts??



Saw the April 14 thread- but no help to me, right now anyhow!

Any help greatly appreciated!!!!
