940T NO POWER 900

This 1993 940T automatic has 178K on it all new parts including an exhaust system and new CAT. All sensors are good and No codes showing but it still runs like a dog with No Power. I'm stumped and ready to go to the Volvo Shop.
Any Suggestions?
