Can emissions and air pump be choking out my PRV? 200

I have a 1976 265 with a B27F PRV. It has some issues at idle (when warm) and those with more wisdom than me point to a vacuum leak. In trying to trace the problem I wondered if i should tackle some of the emissions components.

From what I understand, just about everything on this model is an afterthought, especially the emissions system.

Somewhere along the line the air pump went on life support and someone mercifully cut the fan belt. This appears to be the extent of modifying the emissions system (leaving the air pump dead and beltless).

Should other components also be removed, plugged up, disengaged, thrown away, replaced, repaired, or otherwise tampered with?

Ideally, since I have no air pump and have no intention of replacing it, is there anything else I should yank to increase performance?

I apologize that I am not being the greenest about this, but since the price of gas was not an issue when this car was designed and I am praying for it now, I don't have much green left after I make my daily trip to the petro station.
