Dealer Key Cost 700 1990

I just picked a nice 740 wagon. Only problem is the key that came with it is the "Service Key" which does not open the tailgate. It opens the drivers door and ignition only.

So, I need to have the dealer make a master key from the VIN code. I know my dealer is usually hi. How much is fair, and can I get a better price by mail from a dealer like Boron. I assume they'll want a registraion that I am the owner if they do that sort of thing.
