Electric antenna DOA are they repairable? 200

I bought a used antenna, and it doesn't work. I am still negotiating with the seller about how to resolve this. I feel that it should have been tested before it was sent.

Anyway, it probably has a piece of the plastic rope/track stuck in the motor I figure. All it does is click at the relay on the post when you apply 12v. I do have 12v at the plug in the trunk with radio in and ignition on.

It has some sealed screws on it, but it looks as though it may be glued together as well. Does anyone have any experience with repairing these?
