how do you know if strut mount is bad? 200

I'm about to get my 92 240 inspection. My strut mounts have cracks on the rubber almost all the way around. other then that i dont think there is anything wrong with them. I did take the cover/caps off and bounced up and down on the front end. noticed on one side the top of the strut would turn slightly. on that same one there was rust around the metal part where you put the cap on. anyway if the cracking rubber means they are done then i've definetly got to replace both. but i have seen in some other post that doesn't neccesarily mean they are bad.
