K-Jet hard to start 200

Now that we have reduced the oil leaks in my brother's car, its time to address a starting issue.

The car is a 76 242 with K-Jet fuel injection. When the car starts it runs very rough and stalls. It almost sounds like each cylinder is starting on its own. The sound is like one cylinder is firing, then two, then three, then all four. Once it gets going it runs fine on the road.

We went through the ignition and replaced plugs, wires, cap and roter. All had noticible wear but the replacements had no effect on the starting issue.

I put a fuel pressure gauge on it which jumped right up to 70 psi as soon as the ignition was turned on. When the engine is shut off, the pressure dropped to about 32 psi and declined slowly from there. At the time I installed the gauge, there was little if any residual pressure. The car had last been run about 4 hours prior. Isn't there supposed to be residual pressure in this system to assist starting?

Any K-Jet wizards out there? We sure could use some advice.
