Loose Passenger Side Mirror 200 1983

The passenger side mirror on my 83DL is loose and I cannot figure out how to tighten it. There is a large phillips screw located in the middle of the handle inside the vehicle, however that is alrady tight.

Anyone know how to tighten these mirrors?
