B20F Idle speed 140-160

I have a 1973 142 w/ a B20F fuel injected engine. The specs call for timing to be 10 degrees BTDC @ 600/800 RPM. I can get the 10 degrees but can't screw in the idle speed screw any tighter than what yields 900 RPM. Is this a problem? I could back off the timing to maybe 8 degrees but that doesn't seem to be a good idea. Would appreciate any suggestions/thoughts
