Hello brickboard people

I just picked up a 245 manual trans, and the speedometer is crazy. As soon as I start rolling it starts bouncing from 0mph to 50mph. However, the faster I drive the more accurate it gets - sometimes it starts working properly when I'm doing as low as 40, sometimes it doesn't (instead flying between 30 and 50).

What tests should I do to find the culprit? If this is a usual problem, is it usually a speed sensor or the gauge? Is this an electronic or manual speedometer?

I'm eager to get this fixed so I can find out what my MPG is.
