Jumpy tach needle 900 1992

When coming to a stop, my tach needle will drop from 700 to 0 rpm,
yet engine works fine. Its rpms remain true, there is no drop. Next, needle will
jump up to 700, and then drop back down to 0. It will keep doing this for few minutes. While driving at normal speeds,
it appears fine. This strange behavior is only apparent at idle speeds.
After approx 15 minutes of driving, problem goes away, and everything is
normal. I'm puzzled...
