How do I get my idle down? 200

Okay, so I finally got my '82 245 project car to run. It's got an '83 B23 with an M46 in it. It runs pretty well except that I can't get the idle to go below 1100 RPM's. I've tried all of the checks in the Bentley manual such as TPS and throttle linkage adjustment as well as setting the base idle and checking the throttle stops. I can't do the ignition timing until I can get it to idle @ 750 RPM's. I have a Tach/dwell/volts munti-tester but I can't get it to work the way the Bentley says to set it up. Does anyone here have any other ideas? Thanks, Charles
