1993 960 transmission issue

Shifting is late in all gears, engine rpms go up to 4k or so before shifting from 1st into 2nd, into 3rd and then 4th. I can "encourage" an upshift by being very light on the pedal. Converter lock up is also delayed and will only occur at higher speeds in 4th. While cruising in 4th the slightest pressure on gas will cause an immediate downshift. Happens in "E" or "S". In "W" it also shifts late.

Fluid level OK, clean, not burned.
No codes
All transmission OBD 1 tests pass.
