960 hissing, and door handle 900 1997

My 97 960 with 158,000 emits a hissing sound when the vent control is turned to face vent. When I select window and floor vent position the hissing stops. Also when I'm running on the highway the ac blower will intermittently stop blowing and I think it relates to a certain hill profile, engine rpm profile etc. but can't nail it down yet. It seems like I've heard of this before but can't find the message. Also any links to description of repairing inside door handle that still works but wont retract all the way. Thanks.
