speedometer craziness 700 1992

I fixed the connection to the sensor in the rear.
The symptoms now are that it does one of the following 3 things:
1. sits at zero, no matter the actual speed of the car
2. points to a number(i.e. 45), no matter the actual speed of the car
3. works properly

Are these symptoms of a bad ground or the capacitors I keep reading about?
I hope that the 2 problems have different symptoms.
