Brake Problem With Frt. Calipers 200 1985

Was checking brake pads yesterday and noticed some rust on the front discs and when driving the brakes didn't feel hard.The rear discs seem fine and clean.I also noticed that the outer pads where a little thicker then the inside pads.What would cause this? Thanks for any help,Charlie
