stalling at start, then idles pretty well? 700 1989

I have read the posts related to this symptom, and have done the inspections, cleanings, etc. This is a turbo. However, I still get what I get, which is-- When I start the car, whether cold or warm engine, the engine's rpm won't hold. The car eventually dies after about 2-3 seconds. If the car is restarted, again and again, it will eventually hold idle and run fine. I did notice, though, if I hold my foot to keep rpm at 1000, and hold it there, after about 30 seconds the idle will rise by itself to maybe 1200-1300, and stay there. I take my foot off the fuel, and the car won't stall, and idle holds about 7-800rpm, with a tiny bit of hunting. It's like something in the engine system "kicks in" to provide a constant idle, but I can't figure out what. I have cleaned the TB, and removed and inspected the IAC, it looks clean, even bench tested that it is operational, it works fine. I have scouted around for air leaks, haven't heard any. All hoses look pretty good, actually. For a 1989 with 175,000, it looks like it's been well cared for. But the idle thing has me baffled. My 17 yr old daughter just keeps restarting and restarting the car (despite my extensive advise about how to hold the rpm, as explained above)...she's going to eventually pay for a new starter......enough rambling.
