Diag my Voltage readings - Battery or Alternator? 200 1993

Just bought a '93 244 for $200, because it died on the owner and they didn't want to mess with it. I jumped it and it starts and runs great.
Vehicle turned off, battery voltage = 9.5v
Start the car, battery voltage = 13.5v
Turn on a/c = 12.5
Engine/a/c fan turns on = 11.5v

Is this a voltage regulator problem?
Is the volt reg an internal unit in the alternator?

What to you folks think?
