suspect inner tie rod, low speed wheel shimmy 200

1989 240, 215K, no record of any tie rod ends being changed. I get a shimmy in the steering wheel at low speed and a barely perceptable play on the right front wheel when doing a 9 o'clock, 3 o'clock test. The car also pulls to the right.

Does this sound like the inner tie rod end? I was thinking about changing both sides, inner and outter, new boots. Then new tires and an alignment. Does this make sense? I've had the car since '03 and have done the struts and rear control arm bushes
