1992 745 turbo radiator/cooling fan runs continuously with vehicle off, won't run with vehicle on 700 1992

I just bought a 92 740 turbo wagon. All seems well except for the radiator/coolant fan, which runs continuously when the vehicle is turned off, but won't run at all when the vehicle is on. I unplugged the relay and it obviously cures the problem, however I worry about driving it too long without the fan. Could someone tell me what the most likely reason for this is: cooling fan relay, radiator switch, or something more insidious (like bad wiring....grrrr). Thanks in advance.
