93 940T- Warm Start Problem 900 1993

I have an unusual warm start issue that doesn't seem to fit the troubleshooting sequence in the 900 FAQ. I was wondering what folks on BrickBoard thought.

93 940 Turbo Wagon, Bosch ign., 213k

1 start attempt = engage starter for 3-4 seconds

Cold Engine - engine goes with 1 start attempt
Hot Engine(engine running within past 15 min) - engine goes with 1 start
Warm Engine(engine hasn't run for at least 15-30 minutes, but not yet cold) - problem occurs

Problem
engine takes 3-4 starts to get going.
It will sometimes start, and the RPM goes to 1000, but then decays under 500 and dies. Sometimes it will start, RPM decay to 500 or under, but recover and run normally.

There are no issues once the engine has started and is running. No idle issues, no stalls, everything works fine. I have had the fuel pump relay issue occur before, but that would cause the car to stall while running.

That it hot starts normally would seem to rule out the normal hot start items(FPR, fuel pre-pump, IAC). Do these symptoms sound familiar to anyone?
