92 940 isling too low -- 900

had several suggestions from local mechanics --- vacuum leak, bad ECU, throttle position sensor...all with no luck. IT is a 92 940, rex/regina system. I have swapped the ECU with my 93 (alos a r/r system), no help. Put another Fuel pressure regulator and idle control unit/motor on it (used)..nada. Last mechanic said he thought the Vacuum valves used with the heat/air system selector might have a leaking diaphram (sp?). I also need to say,, each try resulted in a brief change, but it seems the computer will compensate for my efforts!

By the way, the car has new fuel pump, complete tune up, fuel and air filters, crank position sensor, MAF sensor (temp sensor thing in place of MAF actually), temp sensor for computer.

I also read on here that this might be a futile endeavor to fix. What are you guy's ideas? Your guidance is always welcomed and valued!!
