Hi all, I've been off list for a while riding a Moped to work and occasionally taking out the Amazon for a commute or quick errand.

Today, I decided to take care of a few minor issues and install my lowering springs and bilsteins. This is my first time putting a set on and I'm wondering if anyone can tell me how much of the Lower-A rubber stop needs to be cut off, and whether the swaybar endlinks need to be shortened.

While prepping for part removal, I made an annoying discovery. It seems that my pass-front brake rotor is binding, and I don't know why (or what to do about it).
rotor will not make a complete turn by hand without stopping. The "grab" is not hard or constant and it makes me think my rotor might be slightly warped - is that common? I can swap on another rotor, but I think there is more going on here.
The driver-front rotor spins easily by hand and will turn a couple times before stopping.

If you are wondering, my brake lines are the braided IPD stainless type, so this is not an issue of old collapsed rubber hoses causing slow brake fluid return. I have a boosted front/rear brake system with a new 140-series brake master cylinder that has been on since late last year.

The system is also thoroughly bled out. I've fought brake issues before, but I think I'm overlooking something...
