First brake lights wouldn't come on, and now they don't turn off!!! 200 1988

Hiya!

My '88 randomly lost all of its brake lights. Per usual, I checked all the bulbs first, then made sure the connections to the taillight clusters were fine (I've had an issue there with my left turn signal for awhile...it's sensitive), and then messed around with what I thought to be the brake light switch (which, after reading deeper in here, I've come to find is the switch for the CC...and further investigation found that the hose that goes from there into the engine had basically disintegrated in the engine, maybe that's why there's no CC? Doesn't matter, almost all city driving for me).

To the point -

while messing around with everything, I managed to get the brake lights on, but they're always on (so long as the parking or headlights are on, not when they're off, or the car is off).

I was reading another post, and it discussed the actual brake light switch being behind the instrument cluster (or somewhere up where it may be easier to take off the steering wheel and instrument cluster to get to it). I've also had a look at what it's supposed to look like, so hopefully I can find it fine, and un-stick it.

The question - the point - since the lights are now always on, is it safe to say that the switch is just not aligned properly with something, or is stuck, or does that mean there's some other weird wiring mess going on?

On a separate note - since I'll be taking the cluster out, anyways - my speedometer crapped out awhile back, as well...first intermittently, now permanently (constantly going 120 is AWESOME!!!)...would this be a faulty connection behind the cluster, or something on the actual sensor?
