Thoughts on stuck rear drum 120-130

Due to a lock up issue when stopping at speeds I decided the wagon needed new shoes and an inspection. So after poking around and figuring out my 68 220 had Wagner drums I went about trying to pull the drums to inspect the cylinders and shoes.

So here I am a day into the repair and I have had no luck getting the drum off. The brakes are not engaged, as is obvious by the ease at which I can turn the hub (forward). So it doesn't make sense to back off the fluid level a small amount. But I guess I can do that.

I've had the puller mounted and smacked the crap out of it with a hammer many many times. I may be going deaf from the noise it makes. I've tried applying a touch more torque to the puller bolt, with no luck, it just wont move. The binding problem seems to perhaps be the little church key holding the hub in position on the axle may have been installed in correctly. I have no idea how to proceed. I welcome all wisdom.
