Exhaust Bolts Falling Off 200 1985

I am constantly replacing 1 of my exhaust bolts where the pipe attaches to the manifold. The darn thing keeps falling off. It is is an awkward position so it is fairly hard to tighten it to the extreme.

I have tried lock washers, loctite, etc and still have an issue with this thing.

I do need to replace the gasket also as I have an exhaust leak at the same junction but I am afraid that if I am able to get the other bolts off that I will not be able to torque them sufficiently?

Any suggestions?
