Fuse No. 12 blowing 200

Hi, folks. I had my tail lights replaced and now I can't seem to shift into referse without my 8-amp fuse blowing. It also affects the air conditioning condenser.

Do I need to replace the neutral safety switch, or is just the act of cleaning the brown crud in it enough to solve the problem?
