how do I get the bottom sway bar link bolt off ?

I tired heat pb blaster numerious times heat and then pb blaster. vice grips on round part between dougnuts and 7mm socket on top end and breaker bar on bottom.

broke the 3/8 to 1/4 adapter.

impact wrench didn't work either.

I'm just about to cut it off with a sawzall is that the way to go?
