1989 240. No idle. Hard start. Rough run in gear. 200

I parked my 89 240 DL 7 months ago. Started and ran flawlessly at the time. Today I installed new battery. When I turned key to on I here no fuel pump whine at all. I've always heard it whine for a couple of seconds before start. If I hold my foot on accelerator pedal the car will start but it runs at very low idle for a couple of seconds then stalls. One time this afternoon it idled ok but still very low. In gear it is like I am missing a cylinder. Fuses 4 and 6 are good with no corrosion. I took the fuel pump relay apart and it looks clean. I disconnected the AMM connector and it looks clean. It is almost like there is no pre-charge to the fuel system. I suspect the fuel pump relay but not sure. Am I supposed to hear the fuel pump charge (run) for a couple of seconds before I turn the to start or was I dreaming this? My old 79 wagon's pump ran for 3 or 4 seconds I know. I'm not really sure where to go from here. The idle control valve was stuck and I freed it up with carb cleaner but still didn't help. The car has 345,000 on it and has never missed starting on the first lick. Until now.

Any thoughts would be appreciated.
