Sanity check for FPR. 1993 960 6 cyl. 900 1993

As usual, driving along on a nice sunny day in Detroit then all of a sudden:
Car started running rough and could barely keep it going over 30. Wouldn't stall out but wouldn't go.

After checking the usual stuff, with the engine off, I pulled the hose off the FRP and smelled a very faint odor of gas. I checked my records and found that I replaced the FRP abount 100K ago with a Beck Arney brand. So I kept the hose off the FRP and went for a drive. The car drove no Better or no Worse.

My question is, if there is no difference in how the car drive with the FPR vacume hose connected or disconnected, is it safe to assume the FRP is bad.
