no start 900

I bought a 93 940 with holes in the block, I put a engine from a 95 940 in it and I have a not been able to get it to run. It did start after cranking it for a long time or if I put some gas into the plug holes it will start and that is it.
I had a pressure gauge on the rail and had almost 60psi, but as soon as the pumps stop the pressure drops to 0psi.
The code that it is giving me is 2 2 1 it has 12+ volts to the injectors but I don’t have a noid light to see if the injectors are firing.
I have changed the flywheel sensor and still nothing, when I crank it the tach doesn’t move
Any help would be great
