rough first start, low power not taking all the gas till warm up? 1991 240 gas 200 1991

Ok the first crank of the day takes several tries to get it to run, i start with out touching the gas pedal, as soon as it finally cranks, it will drop RPM, then act like it may stall then bam RPM goes up and its ready to go, however for the first mile or so it only goes real slow and no matter how much gas i give it only takes a little and just sputters along, then it "warms up" and runs text book. Another thing i just started noticing on the hwy at hwy speed, if i let foot off gas, then try to speed up, it seems hesitant like it was not getting full gas, i think i noticed this on steep hills also?
