I think my A/C clutch died 900 1991

Yesterday while driving along I heard a brief (2-3 seconds) shrieking sound then realised the air conditioning was no longer working. When I was finally able to stop I found the belt was still present but there was some black gunk around the outer edge of the pulley:



Has anyone seen this before? and does it mean the clutch has failed? If it has it looks like I'll be without A/C for a while as I can't afford to fix it.
