Removing the plastic plug in driver's kick panel 700 1986

I found out this weekend that the plug between the left inner fender and the passenger compartment has been leaking rainwater. It soaked the floor and rusted a small hole in the floorboard.

I can't figure out how to get that plug out of there. It's probably about 3" square and seems like it has a rubber gasket.

Any tips on how to remove the plug so I can reseal it? Then I'll move on to the rusted floor.

Edit: I just found some information in the FAQ. Looks like the plug may just be stuck. Geeze that FAQ is a great resource.
